MVTA is proposing a replacement of weekend service on routes 497 and 499 in Shakopee with MVTA Connect service. The routes currently have service every 120 minutes between 5:30 AM and 10 PM on weekends and serve destinations throughout Shakopee. Service would be replaced by MVTA Connect, an on-demand service that can be booked via the RideMVTA App. Service would be available from 6 AM to 9 PM.
The proposed change would also include multiple routing changes.
This includes:
Removing service to St. Francis Hospital on route 497, to be replaced by service on route 499
Multiple routing changes are proposed to route 499. This includes:
• Service added to St. Francis Hospital
• Removing Mystic Lake Casino, Canterbury Park, and Omry Apartments, which would be replaced by hourly service on an expanded 4FUN route.
• Service removed from Valley Park Drive and Valley Industrial Boulevard
• Service added at Eagle Creek P&R
The following weekday trips would also be removed from routes 497 and 499 due to low ridership:
• 497 Westbound: 8:36 PM
• 497 Eastbound: 8:04 PM, 9:04 PM
• 499 Eastbound: 8:36 PM
The proposed changes to routes 497 and 499 meet MVTA’s criteria of a major service change, requiring a Title VI analysis and outreach.
MVTA plans to alter the routing on routes 440, 442, and 475 to streamline service and improve service to Minnesota Zoo.
Currently, Route 440 operates every 30 minutes during rush hour with 120 minute service during the rest of the day. The route operates on weekdays only and serves locations including Apple Valley Transit Station, the Minnesota Zoo, Palomino Hills Park & Ride, and Cedar Grove Transit Station.
Proposed changes would make the following alterations to route 440:
• The route would operate along Galaxie Avenue in Apple Valley to streamline service
• Trips will be extended to Mall of America
• Service will be increased to every 60 minutes throughout the day
• Weekend service will be reinstated with 60 minute frequency
• VA trips will remain in place at similar times for current riders
Route 442 currently operates every 60 minutes for most of the day on both weekdays and weekends. The route operates between Burnsville Center and Apple Valley Transit Station, also serving Fairview Ridges hospital, then serving locations along the Cedar Avenue corridor, ending at Mall of America.
Proposed changes would make the following alterations to route 442:
• The route would no longer operate between Mall of America and Apple Valley Transit Station
• Riders can transfer to route 440 or Red Line at Apple Valley Transit Station for replacement service
• Stops on Whitney Dr and Garden View Dr would be removed
• Stops would be added on Pennock Ave between CR 42 and 140th St to replace Route 440 stops
• Westbound trips will begin at the Apple Valley Transit Station Northbound station
• Eastbound trips will end at the Apple Valley Transit Station Southbound station
Route 475 provides Apple Valley Transit Station and Cedar Grove Transit Station with service to the University of Minnesota and the Minnesota Zoo.
Proposed changes would make the following alterations to Route 475:
• Will no longer stop at Minnesota Zoo
• Trip times will be altered to improve operational efficiency
The shifting of service leads to a minimal overall change in service levels along the Cedar Avenue corridor, making these changes not meet the criteria for a Major Service Change under MVTA’s Title VI Plan. However, MVTA is still gathering feedback on this proposal as the proposed change could significantly impact some riders.
MVTA is planning to merge service on routes 495 and 4FUN to provide more consistent service along the Highway 13 corridor.
Route 495:
Route 495 currently operates between Shakopee and MSP Terminal 1 with other stops in Savage, Burnsville, and Mall of America. Select trips also serve Amazon and Mystic Lake Casino. The route operates every 120 minutes on weekdays and weekends, with some added trips throughout the day.
• Route 495 would be discontinued, to be replaced by service on Route 4FUN
Route 4FUN:
Route 4FUN currently operates between Shakopee and the Mall of America, with stops at Mystic Lake Casino, Canterbury Park, Valleyfair, Burnsville Transit Station, and Twin Cities Premium Outlets. The route operates Thursday – Sunday from approximately March – October. Trips run approximately once per hour.
Proposed changes to route 4FUN include:
• Added stops in Downtown Savage, at Amazon, and at MSP Terminal 1
• Expansion to a route with service on all days, year-round
• Expansion of earlier and later trip options, with hourly service maintained
The shifting of service leads to a minimal overall change in service levels along the Highway 13 corridor, making these changes not meet the criteria for a Major Service Change under MVTA’s Title VI Plan. However, MVTA is still gathering feedback on this proposal as the proposed change could significantly impact some riders.
