Proposed Changes

Routes 480, 484, 489

MVTA is proposing the suspension of routes 484 and 489. Route 484 currently provides two daily trips in each direction from Rosemount Transit Station to Downtown St. Paul. Route 489 currently provides three daily reverse commute trips in each direction from Downtown St. Paul to Eagan. Alternative service options to Route 484 are available via Route 480, and alternative service options to Route 489 are available via Metro Transit routes 74 or 54, connecting to Route 436 at 46th Street Station or MSP Terminal 1. 

The proposed changes to routes 480, 484, and 489 meet MVTA’s criteria of a major service change, requiring a Title VI analysis and outreach. 

Eagan/Rosemount to Minneapolis Restructuring Routes 470, 472

MVTA is proposing the suspension of Route 472, with service to Blackhawk P&R and Rosemount Transit Station replaced by Route 470. This alteration would remove Downtown Minneapolis service from Palomino Hills P&R, and would increase daily trips to Downtown Minneapolis from three to six for riders at Blackhawk P&R and Rosemount Transit Station. Changes to Route 470 will aim to have minimal impact on current route 470 riders, as stop times at Eagan Transit Station will be consistent with current times.

The proposed changes to routes 470 and 472 meet MVTA’s criteria of a major service change, requiring a Title VI analysis and outreach.

Non-Title VI Changes 

Friday Schedules

MVTA plans to introduce a Friday schedule in Summer 2026 to better match commuter trends and lower express ridership on Fridays. All express routes will be impacted.

The shifting of service leads to a small overall change in weekly service levels to express routes, making these changes not meet the criteria for a Major Service Change under MVTA’s Title VI Plan. However, MVTA is still gathering feedback on this proposal as the proposed change could significantly impact some riders.

157th Street Station Service

MVTA is planning to add service to 157th Street Station via Route 477. This will provide 9 Northbound and 10 Southbound trips daily to 157th Street station. MVTA will aim to minimize impacts to Apple Valley TS riders by maintaining current pickup times.
