MVTA receives Federal Grant Awards to Modernize Fleet and Facilities

Minnesota Valley Transit Authority (MVTA) has been awarded two major Federal Transit Administration (FTA) grants totaling more than $10.7 million to modernize the agency’s fleet and complete the final phase of upgrades to Burnsville Bus Garage. These investments will significantly enhance service reliability, support a cleaner transit system, and improve long-term operational efficiency across the south metro region.

The awards, part of the FTA’s Buses and Bus Facilities Program and Low or No Emission Grant Program, were included in a nationwide $2 billion investment to modernize American transit infrastructure.

Burnsville Bus Garage Modernization

A $2.7 million FTA grant will be used for final upgrades to Burnsville Bus Garage, a central operations base and a vital component of transit delivery for thousands of daily riders.

The improvements will address critical facility needs and prepare the agency for future expansion, including:

  • Full replacement of the aging roof to prevent service interruptions.
  • Integration of modern training technology to support workforce development.
  • A virtual reality driving simulator for operator and technician training.

“Finishing this final phase allows MVTA to fully modernize a facility that has served our region for decades,” said MVTA Chief Executive Officer Luther Wynder. “These upgrades strengthen our ability to deliver reliable, and forward-thinking transit service. We’re grateful to the FTA, Rep. Angie Craig and officials from the city of Burnsville and the south metro area for championing this investment.”

MVTA Facilities Director Darrick Lundstrom emphasized the long-term benefits of the improvements. “This represents the capstone of a multi-year effort to bring the Burnsville Bus Garage up to modern standards,” Lundstrom said. “With these investments, we’re not only addressing aging infrastructure but also building the training and operational capabilities our workforce needs for the next generation of transit.”

Hybrid Fleet Expansion

With an $8 million grant from the FTA’s Low or No Emission program, MVTA will purchase new hybrid diesel-electric buses, replacing aging diesel buses and helping the agency transition toward a cleaner, more efficient fleet. The project also includes workforce training, infrastructure enhancements, and technical support services necessary for successful deployment of new vehicle technology.

“This grant allows us to move decisively toward a cleaner fleet,” said MVTA Fleet Manager Scott Poppenhagen. “Hybrid buses reduce emissions, improve fuel efficiency, and help ensure that MVTA is ready for the future of transit technology.”

The hybrid fleet expansion will help MVTA:

  • Reduce greenhouse gas emissions and improve air quality.
  • Support the FTA’s national climate and sustainability goals.
  • Train operators and technicians in emerging vehicle technologies.
  • Provide reliable service to workers, students, and families across the region.

The two grant awards reinforce MVTA’s commitment to supporting economic vitality, improving environmental outcomes, and enhancing daily mobility for the communities it serves.
